Liberty Hill DRC: streetscape to start in February; wayfinding signs cleared by TxDOT; sewer/water contract awarded

Staff updates at the Jan. 28 Downtown Revitalization Committee meeting gave a multi-project picture of downtown construction and signage plans, including a streetscape contract award, TxDOT approval for wayfinding signage, and a December contract for new sewer and water lines.
Streetscape: Staff said the streetscape contract was awarded before Christmas and work is likely to begin in February. Phase 1 — the block in front of Heller Highwater — will include bumped-out sidewalks, landscape barriers and paver surfaces; staff expect phase 1 to be substantially complete before the Whimsy festival. "That project is going to start probably in February and wrap up before Whimsy, which is May 17," staff said.
Wayfinding signage: The schematic submitted to the Texas Department of Transportation was approved after one revision (larger font). The approved signs will be 60–69 inches and are in production; staff said they expected shipment imminently and installation once the sign crew is available. "They're between 60 and 69 inches...we expect those to be here probably next week," a staff presenter said.
Sewer and water lines: Public Works awarded a contract in December to replace or install sewer and water lines downtown; the project will use county ARPA funds and is planned to be coordinated with the streetscape work. Staff said the city engineer and the project's engineer, HR Green, have made slight route adjustments and will report details at the next meeting.
PEC pole relocation and funding: A previously considered plan to use ARPA funds for relocating PEC poles proved infeasible because of federal provisions; the city is seeking alternative funding and staff said the relocation remains a priority but is delayed until funding is secured.
Next steps: Staff will circulate a construction timeline to downtown business owners once the contractor provides a detailed schedule, present options on 'tours' boundary proposals at the Feb. 25 meeting, and provide an update on the sewer/water routing and property impacts when engineering details are available.
