On the work plan, the committee chair (Speaker 5) proposed a prioritized shortlist of items drawn from the master plan: branding/identity for downtown, a condensed historic‑context statement, encouraging active storefront frontages, addressing handicap parking and a community‑led beautification and building revitalization program. Committee members supported the list and suggested elevating a branding/marketing package and a downtown business directory/QR code to improve wayfinding and promotion.
Speaker 2 told the group the city currently holds approximately $9,000 in its tourist fund and suggested those funds could support early actions such as branding and outreach. “We currently have about $9,000 in our tourist fund,” Speaker 2 said; staff said they would coordinate with finance on possible appropriation rules.
The committee discussed an updated, simplified public art certificate of appropriateness (COA) application and an amended mural request flowchart. Speaker 5 said the one‑page application and the clarified flowchart were intended to make it easier for building owners and artists to move from approval to construction; staff explained sign permits would be handled administratively and that appeals of DRC decisions would go to the Zoning Board of Adjustment.
Organizers also reviewed plans for an outreach event to present the master plan to the public. The group had originally targeted April 12 but moved the event to May 3 to avoid scheduling conflicts. The proposed format is a 3–5 p.m. open house with boards and a looping video about the plan, followed by music and food from 5–7 p.m. The committee discussed catering, possible food trucks if city funds are not available, and using EDC and Chamber channels and a downtown manager/newsletter to publicize the event.
Procedurally, Speaker 5 moved to accept the February 25 regular meeting minutes as presented; Speaker 6 seconded and a voice vote was recorded. The chair acknowledged approval and no further amendments were recorded in the minutes exchange.
