Council OKs $1.66 million to demolish unsafe pavilion, renovate restrooms at Helmut Park

Jason Spiller, director of Parks and Recreation, asked the council to approve $1,663,500 from the recreational capital reserve to demolish and rebuild structures at Helmut Park, Warren’s busiest park. Spiller described the North Pavilion as structurally unsafe and said porta-johns have been used while restrooms fell into disrepair.
Project components include removal of the North Pavilion, converting the North Bathrooms into a maintenance garage for on-site equipment, renovating South Restrooms to ADA-compliant permanent facilities, and construction of a 4-foot pathway to connect existing circulation. Spiller said the initial phase will prioritize removing the unsafe pavilion and addressing concrete trip hazards, then proceed to other buildings as funding and scheduling permit.
Councilmembers praised the safety-first approach and asked for design exhibits; Spiller said elevations and renderings exist and will be provided to council staff. Spiller also briefed council on temporary service relocations after heating-unit failures at the Fitzgerald Recreation Center and confirmed that facility is owned by Fitzgerald School District and used under a month-to-month lease.
Council approved the appropriation by roll-call vote.
