Members of the Liberty Hill Downtown Revitalization Committee discussed using a historic-building inventory to support a future historic-district overlay and to pursue National Register nominations that would make downtown properties eligible for historic-preservation tax credits.
Mackenzie Hicks said the inventory work "helps as we go towards being a main street city" and noted that getting buildings listed on the National Register can make them eligible for tax credits. She explained the typical criteria—age and architectural significance, with buildings often needing to be about 50 years old in many contexts. Hicks said the only contributing building previously listed in Liberty Hill was the Stagecoach building, which is not in the downtown core.
Members discussed the distinction between state and national listings, how tax credits are applied (developers must apply separately), and that a district designation can create additional incentives. The committee agreed an inventory and guidance documents would precede any formal overlay or ordinance; those materials are intended to be more actionable than the broader downtown master plan.
The chair said she would circulate the DRC project plan and deliverables to members; the committee expects the P3 consultant to present the updated project plan and project-level financing details at the January meeting. No formal historic-district designation or ordinance was adopted at the Dec. 16 meeting.
