Board to send members to TRAPS conference; NRPA discussion tabled

Chair (Speaker 5) introduced the agenda items and asked for input. "It's the state version of NRPA," Speaker 4 said of TRAPS, describing it as more accessible, interactive and useful for Texas practitioners. Speaker 4 told the board they located a discounted registration listed on the conference website—"it's still there for $4.95"—but cautioned they did not know whether that price would be honored.
Members weighed costs. Speaker 4 estimated the NRPA national conference could cost roughly $4,000 per person when flights, hotel and incidentals are included. "You're about 4,000" per person for the Philadelphia national conference, Speaker 4 said, while noting TRAPS in Corpus Christi is far cheaper and may allow more people to benefit. Several members favored sending one or two board members to TRAPS this year; Speaker 5 proposed tabling further discussion of NRPA and revisiting it during the next budget cycle.
Staff clarified governance and budget implications. Speaker 6 said city council approval would not be required for board members to attend this year but warned that shifting funds could reduce amounts available for staff training or operations. "For this year, no, it wouldn't need city council approval, but I think we just need to be mindful of the budget," Speaker 6 said, recommending the board indicate travel priorities during upcoming budget planning.
The board did not take a formal roll-call vote to approve specific attendees. Instead members agreed informally to pursue one or two attendees for TRAPS if schedules and funding allow, and to defer the NRPA decision until a later date. Speaker 5 asked those interested to notify staff so budget allocations can be considered in upcoming planning.
