Staff recommended the council consider amending its travel and training line to cover attendance at WAM's winter and summer conferences as well as additional time some councilors may spend at the legislative session. Andy Schwartz, the town's legislative liaison, told the council the 2026 session is a budget session (shorter and requiring higher thresholds) and flagged several bills to watch, including potential fast-track permitting language and a proposal to allow recall petitions for municipal officers.
Councilors debated whether to add funds given budget constraints and concerns about equitable access to the money across council members. Several members said attending WAM and the legislative session is valuable for building relationships and advocating town priorities, while others urged caution and tighter tracking of use. After discussion, Councilor Guillermo moved to add $15,000; another councilor amended the motion on the floor to $10,000. The amended motion passed unanimously by voice vote.
Council also approved registration and related travel for councilors to attend WAM's winter convention in Cheyenne and the broader legislative session. Finally, the council voted to direct the town's representative to propose the list of staff-recommended interim topics to WAM's Legislative Leadership Committee; staff's list includes items such as increasing allowable fees for retail liquor licenses, options to maintain and add local revenue tools, and statutory authority for workforce housing.
The council did not record roll-call tallies in the public record; actions were passed by unanimous voice votes. The council said it will continue to monitor the 2026 session and return to budget discussions as needed.
