City staff to reappropriate 2025 purchases into 2026 budget; board to consider R26‑27

Finance Director Karen Scott told the City of Hot Springs Board of Directors during an agenda meeting that the city will seek formal approval next week of a resolution to revise the 2025 budget and appropriate remaining 2025 obligations into the 2026 budget.
Scott said Arkansas municipal budgets expire at midnight on Dec. 31 and purchase orders issued against the 2025 budget that were not fulfilled by year‑end must be charged to 2026. Attachment A in the board packet lists remaining 2025 appropriations proposed for reappropriation in 2026, Attachment B lists open purchase orders to carry forward, and Attachment C contains proposed 2025 amendments for the general fund, probation fee fund, intracity transit fund, wastewater fund and the employee wellness fund. "The financial impact will increase expenses in each affected fund, thereby reducing the 2025 year‑end fund balance or net assets," Scott said.
Scott offered to answer questions; none were raised at the agenda meeting. The board is scheduled to consider R26‑27 at its Feb. 17 business meeting.
The item is an administrative budget clean‑up required by accounting practice after year‑end and does not itself appropriate new policy initiatives. Any additional questions or packet details will be available at the business meeting.
