Sutton said preliminary evaluation at six months indicates about a 90 percent success rate in ending homelessness for those enrolled at the pilot site; staff reported health and wellness improvements alongside housing outcomes. The Continuum of Care (COC) has incorporated the pilot into a broader community‑driven strategy and the COC and county will present related strategic plans and implementation details at a joint session with the county next week.
Staff said scaling the model will require identifying additional funding sources beyond city and county contributions and reiterated that the COC governance structure is public and stakeholders can participate. Councilmembers asked about metrics and how the city and COC will measure success at scale; staff said they will continue joint implementation and return with more detailed performance measurement plans.
