Chino Valley council delays permanent base adjustment, approves BUILD grant application and requires interviews for P&Z applicants

At its regular meeting the Chino Valley Town Council took three recorded actions that affect near-term town policy and capital planning.

First, the council voted to delay a previously recommended permanent base adjustment ballot measure (item 6a). Finance staff said pending development and infrastructure project outcomes (an RV park and several retail projects) could change the revenue base, and the council approved delaying the measure to preserve fiscal flexibility.

Second, the council unanimously authorized staff to submit an application to the U.S. Department of Transportation BUILD grant program to fund design work for the rehabilitation of East Perkinsville Road. Executive Analyst Jesse Soderberg told the council the design/pre-construction estimate is about $3.5 million for roughly 6.5 miles of roadway; as a qualifying rural applicant Chino Valley may be eligible for 100% federal funding, though the grant program could later request local match. Award announcements are expected in late June, with obligation and expenditure deadlines tied to 2030 and 2035 timelines in the program guidance.

Third, the council approved a policy change requiring the Appointments Subcommittee to conduct interviews of Planning & Zoning applicants when there are more applicants than open positions. The motion — limited to cases where applicants exceed open seats — passed 6–1.

All three items will be reflected in staff follow-up reports and, where applicable, subsequent agenda items with precise language, cost estimates and, in the case of the BUILD application, any required local-match decisions.
