Troy Garrett, vice president of the Mathews Volunteer Fire Department and the station's project manager, told the board demolition of the front building is complete, 90% engineering drawings have been submitted, and a goal remains to finish the front building by mid-January 2026. Garrett said civil and architectural plans are being finalized and that deposits have been issued to purchase materials to maintain an accelerated schedule.
Garrett asked the board for $600,000 in interim funding to carry the project through January–February pending longer-term bond financing. County finance staff (Davenport) recommended interim financing with a later bond reimbursement under a previously approved reimbursement resolution; the plan calls for pulling bonds in January-February to refund the interim draw and complete the project.
The board voted by roll call: Mr. Walls — Aye; Ms. Phillips — Aye; Mr. Jones — Aye; Mr. Bowen — Aye. No member voted against or abstained.
Garrett said the back building will require more concrete and be more expensive, that a generator grant already in place provides a 100 kW generator with about 250-gallon diesel storage, and that the department has sought local business discounts to reduce costs. He estimated the overall project could save the county roughly $5,000,000 compared with earlier projections because much work has been competitively procured and because volunteer labor and local contracting discounts have reduced expenses.
What happens next: Staff will execute the interim financing per Davenport's recommendation and return to the board with bond documents and final cost estimates as the January–February bond schedule approaches.
