Janssen confirmed the modification is intended “solely to match the facility” and said he does not plan to house more than the permitted numbers. Commissioners had brief code questions, and staff clarified that the conditional‑use process is the avenue to regulate numbers and operation; there is no standalone code cap unless imposed via a CUP.
