Committee loosens daily removal rule for food trucks, directs standards for permanent mobile vendors and supports expanded rural‑restaurant options
Summary
TILAC removed the daily‑removal requirement for mobile food vendors on agricultural operations (subject to health approvals), asked staff to distinguish temporary and permanent operations and to limit permanent food trucks (one per site, with size‑based exceptions), and directed staff to revise rural‑restaurant sourcing and menu limits to support agritourism viability.

The committee moved to modernize food‑service rules on agricultural properties. Staff recommended removing the rule that mobile vendors be removed daily from agritainment sites — a practical barrier cited by operators — provided the vendor has required health‑department approvals. The committee approved removing the daily‑removal requirement and asked staff to distinguish temporary vendors (events) from more permanent food‑truck operations, which should meet setback, noise and acreage requirements of the host agricultural use and generally be limited to one permanent food truck on a site unless staff proposes size‑based exceptions.
Separately, supervisors asked staff to revise the "rural restaurant" category to allow expanded full‑menu service while preserving the agricultural focus. Committee members directed staff to propose a minimum sourcing percentage (to be defined) for menu items produced or processed on the host parcel or other Loudoun County agricultural operations and to ensure any expanded menu option meets life‑safety and health‑department requirements.
Committee members said the changes are intended to support rural businesses’ economic viability while protecting public health and rural character. Motions passed unanimously in committee for the food‑truck and rural‑restaurant directions.
