Committee recommends phased update to Countywide Transportation Plan, adds pedestrian and transit topics

Department of Transportation and Capital Infrastructure staff presented a two‑phase plan to review and update the 2019 Countywide Transportation Plan (CTP).
Marie Pham told the committee phase 1 will address editorial updates, policy clarifications and 23 general topics plus seven facility evaluations and is intended to be completed quickly so that early, implementable policy clarifications can be available to staff and industry. Phase 2 will address more complex roadway and multimodal refinements, require iterative modeling and extended public outreach, and is scheduled as a follow‑on work program.
Supervisors moved and the committee added several items to the phase‑1 list — including policy language advocating for high‑visibility crosswalks and accessible pedestrian ramps at all four sides of signalized intersections where VDOT warrants are met, language supporting pedestrian signals, and encouragement to apply for transportation grant funding. The committee also directed staff to analyze designation of transit corridors near the Loudoun Gateway Metrorail Station and to study corridor naming and bicycle facility policies for later review.
After discussion the committee voted to recommend Board approval of the draft project plan; staff said the phased approach aims to return phase‑1 revisions to the Board by 2027 and conclude phase 2 around 2029.
