Staff says Concord Industrial Park needs minor buffer changes to preserve county stormwater access

At the Jan. 8 work session staff briefed the commission on the Concord Industrial Park application, which includes development scenarios such as warehousing, data center and a substation.
Staff said access to an adjacent county‑managed stormwater pond would be blocked by a berm proposed inside the required buffer and that the applicant must request minor special exceptions to modify the buffer and remove the berm so county access is maintained. "Access to an adjacent stormwater pond managed by the county would be impacted by a berm that was proposed in the buffer," staff said during the briefing.
Staff noted the application must be reheard in accordance with the zoning ordinance and Virginia code and anticipates the commission will revisit concerns about intensity, scale and buffer modifications similar to prior consideration. The commission previously sent the application to the board with an approval recommendation at an earlier meeting, staff said.
