City highlights Rapid Pavement Program as Corpus Christi to host Texas Asphalt Pavement conference

City Manager Peter Zanoni and Ernie Delagarza, interim assistant city manager and director of public works, told the council Corpus Christi will host the Texas Asphalt Pavement Association MAPS conference next month, and will present the city’s Rapid Pavement Program (RPP) as a model for data-driven street rehabilitation.
Delagarza said the program has scaled city paving from roughly 10,000 tons of hot mix annually to about 100,000 tons, and that the city is updating municipal specifications in coordination with TxAPA to reflect municipal needs separate from TxDOT standards. He said the RPP emphasizes full-depth reconstruction targeted by condition data to extend service life.
Council members commended Delagarza and the operations team for reducing resident complaints and for building an approach other municipalities can study; several members asked staff to make the program video and technical specs available on the city’s website for the conference.
Next steps: city staff will host conference sessions at the Hilliard Center and make presentation materials available online for peers and the public.
