Rock garden, youth-art contest and Founders & Fireworks plans move ahead; 1,300 students to participate in rock-painting

Several community-focused items were advanced at the Feb. 2 Parks and Arts Commission meeting, including a large school-based rock-garden project and early planning for the city’s Founders and Fireworks July 4 celebration.
Marla Larson, representing the Liberty Lake Better Together Foundation, said the rock-garden project now involves six of seven Liberty Lake schools plus Launch Academy and will engage roughly 1,300 students to paint rocks. Larson said the foundation is purchasing art kits for the schools, plans to collect painted rocks in mid-April and hopes to hold a dedication ceremony in May. The project team is also considering a goat mascot sculpture and a dedication plaque for the site at Country Vista and Malta.
Separately, Parks & Rec staff presented a proposal for a youth-art contest to generate a commemorative graphic for the city’s 25th anniversary Founders and Fireworks event. Staffer Mikael (staff) described options to use a winning design on stickers, flags or shirts and suggested a stipend or a rights purchase to compensate student winners; he cautioned that a stipend or prize would need to be structured to comply with city finance rules. Staff recommended pursuing simpler one-size items (stickers, pins, patches) to reduce inventory burdens and asked the commission to provide guidance so a more detailed plan can return to the March meeting.
Staff also previewed the Founders and Fireworks schedule (tentative July 4, 2 p.m.–10 p.m. with fireworks) and told commissioners the city will not hold a separate Barefoot in the Park event this year. Commissioners encouraged coordination with parade organizers and local schools for a student contest and recommended preorders for clothing items if that option is selected.
What’s next: The rock-garden team will provide a more detailed schedule and logistics; parks staff will return in March with a proposed youth-art contest prospectus and distribution plan for commemorative items.
