Karen Mobley, the commission’s art consultant, described two priority sites: an exterior location above the front doors where a relief sculpture, enamel work or ceramic-tile mural could be mounted, and the lobby where portable works could be commissioned to reflect Liberty Lake’s past, present and future. Mobley advised coordinating art installation timing with the building architects to avoid clashes with planned signage and to minimize installation costs by sharing lift and contractor schedules.
Mobley recommended staging the project so artist selection and initial progress payments occur in 2026, with final payments in 2027. Commission discussion referenced an available art allocation this year (discussed amounts in the meeting included $60,000 now and a potential $40,000 in a subsequent year) and the need to balance exterior installation costs with interior commissioning and architect coordination. Mobley also said she will draft a scope of work for the two sites for the subcommittee to review and then present to the full commission and council as appropriate.
The subcommittee also reviewed the Rocky Hill Park basketball-court mural project, noting site-prep questions and paint-adherence concerns and committing to prepare a prospectus and get contractor estimates.
What’s next: The subcommittee will refine scopes, research installation details and return with budgeted proposals so the commission can forward recommendations to council and schedule artist procurement.
