Economic development update: Amazon WARN notice in Sterling, department launches multimedia FY25 report

Loudoun County economic development staff briefed the committee on workforce and business retention metrics and an Amazon WARN notice during the Dec. 9 meeting.
Staff reported 57 business "wins" year-to-date and more than 500 retention-oriented activities supporting or retaining over 4,600 jobs. Workforce postings for Loudoun in November included roughly 3,000 new job postings and about 11,400 active listings, though staff cautioned that some employment series are delayed because of a federal data-release disruption.
Staff announced receipt of a WARN notice for the Amazon Sterling distribution facility impacting 247 positions with an effective date of Jan. 30, 2026. County economic-development staff said they have coordinated with Amazon, the Northern Virginia Rapid Response Program Manager, and Virginia Works, and planned a rapid-response briefing for affected employees; an Amazon representative indicated some employees may be transferred to other locations.
Staff also introduced a creative FY25 annual report platform described as a multimedia companion (inspired by a "wrapped" format) that compiles highlights, video spotlights and project storytelling; the report and multimedia site are intended to help outreach to businesses, residents and site selectors.
Supervisors asked follow-up questions about whether the Amazon facility ownership or future use is known; staff said they had no specific information on the facility's future status but that the WARN stemmed from company-wide adjustments and layoffs and that the county will continue to offer workforce resources as appropriate.
