Supervisors approved the scenario proffered by the developer that conditions the 100% attainable scenario on award of county and Virginia Housing finance — a change staff and supervisors said improved fiscal certainty.
Supervisor Sainz, whose district covers the site, said the project would bring needed workforce housing close to employment centers, transit and services. Staff warned of increased school operational and capital impacts — supervisors discussed projected annual school operating impacts and capital contributions — but the Board noted planned mitigation and the developer’s commitment to proffers (bus shelter, ground‑lease structures and participation in county affordable‑housing programs). After questions about transit access and reliance on nearby Waterside amenities, the motion to approve passed 8–1.
The developer has indicated it will pursue state housing funds and county loan programs to close financing; staff will monitor proffer compliance and report necessary implementation steps to the Board.
