Loudoun planning commission forwards multiple items to Board, renews three AFDs

The Loudoun County Planning Commission at its Nov. 20, 2025 public hearing adopted the Oct. 28 minutes and forwarded multiple zoning and renewal items to the Board of Supervisors with recommendations of approval.
The commission adopted the Oct. 28, 2025 minutes (motion by Commissioner Myers, second by Commissioner Combs) with a recorded vote of five yes, zero no, one abstention (Miss Jasper), and two commissioners absent (Banks and Kearse).
On legislative items, the commission forwarded Lehi 2025-0003 (South Riding Deck / ZCPA 2025-0001) to the Board with a recommendation of approval (motion by Mr. Madre; second by Commissioner Combs), and separately recommended renewal of three Agricultural and Forestal Districts: New Hillsborough AFD, New Oak Hill AFD, and Beaver Dam Valley AFD. Each AFD renewal motion included a four-year review period and parcel-size/subdivision requirements; all three motions carried by recorded votes with seven yes and two absences noted.
Other items that received a forward recommendation include the Shops at Arcola (applicant to replace a commuter lot proffer with monetary transit contributions) and the Commonwealth Center Motor Club (with on-the-record proffer additions and a design modification removing a fire pit). All forwarded items will appear on future Board of Supervisors agendas for final action.
