Commission recommends Commonwealth Center Motor Club with added proffer changes; applicant drops fire pit

The Loudoun County Planning Commission on Nov. 20, 2025, forwarded the Commonwealth Center Motor Club applications to the Board of Supervisors with a recommendation of approval that included two on-the-record modifications: the addition of a proffer requested by a commissioner and removal of a proposed fire pit from the seating area.
The chair recused from the item because the applicant has been and will continue to be a client; Vice Chair Combs presided over the discussion. Staff confirmed it had reviewed the proffer language, including a PIN number associated with a Route 7 easement for future widening, and that the county attorney will also review proffers before Board consideration.
An applicant representative told the commission the team had committed to remove the fire pit and planned to resubmit updated plans to staff. Commissioner Frank moved to forward the application (Leggy2024Dash0016 / ZCPA 2025-0007 and related specs) to the Board with the recommendation of approval subject to the proffer statement dated Oct. 6, 2025, and the conditions dated Oct. 30, 2025; the motion included the two on-the-record modifications and carried on a vote recorded as 6-0-3.
The application will go to the Board of Supervisors for final action and will include the revised plans and proffer language for attorney review.
