Board endorses North Star Boulevard design and a 36-site intersection safety study list

The Loudoun County Board of Supervisors on Nov. 18 endorsed major design elements for the North Star Boulevard widening project (Tall Cedars Parkway to Braddock Road) and authorized staff to proceed with final design and construction documents.
Separately, the Board approved Round 4 of the Intersection Improvement Plan (IIP), endorsing 36 "rank-5" intersections for advanced safety studies and concept development. Staff said the updated methodology includes additional data categories (health/community indicators, built environment and connectivity measures, and big-data speed/volume inputs) and will move prioritized intersections into concept studies to define improvements and estimated costs.
Board members noted that the new methodology broadened the set of intersections classified as highest priority in some districts and asked staff to ensure the IIP periodically re-assesses sites as new road projects (for example, North Star and Belmont Ridge corridor work) come online. Staff said they will develop concept designs and estimate costs for the rank-5 list and return to the board with implementation timelines and funding recommendations.
The North Star Boulevard location/design endorsement passed 8-0-1 with one supervisor off the dais; the IIP round-4 endorsement passed unanimously (9-0).
