Houston County board clears routine business: small annexations, equipment purchase, personnel hires and contract addendum

In a series of routine votes Nov. 5, the Houston County Board of Commissioners approved smaller annexations and a collection of procurement and personnel actions.
Smaller annexations: The board concurred with a 0.35‑acre annexation at 617 South Houston Lake Road and with a 1.54‑acre annexation at the southwest corner of Welborn Road and Russell Parkway; both motions passed unanimously.
Procurement and surplus approvals: The board approved a fencing bid for right‑of‑way relocation on Flournoy Road and authorized the emergency purchase of a used 2021 Caterpillar landfill compactor; staff cited a listed price of $876,571 and said the purchase will be paid from landfill capital funds because the county currently lacks a functioning compactor. The board also approved a mobile welding unit purchase funded by 2018 SPLOST, declared an obsolete chemical mixing station and a 1992 International dump truck surplus (to be sold online), and approved donating a 2007 International patch truck to Pulaski County (with Bleckley County to share use and Pulaski to take title).
Personnel and contract actions: The board approved several hires: Christian Jackson as a landfill equipment operator (grade 10, step B), Daniel Rogers as system administrator I in MIS (grade 22, step D) and Ronald Page as an animal control officer (grade 11, step C), all effective 11/05/2025. The board also approved an addendum authorizing Vicky Vichik to provide court reporting services following the resignation of the incumbent; the motion noted monthly payments stated in the addendum.
Finance: Commissioner Byrd moved and the board approved payment of bills totaling $4,074,665.30.
Each of these items passed by unanimous voice vote. Staff said several technical matters tied to larger development proposals (traffic studies, drainage and access) will be handled later in permitting or through infrastructure agreements.
