Houston County commissioners approve rezoning, annexation, grants and multiple contracts in unanimous votes

The Houston County Board of Commissioners met Dec. 2 and approved a slate of routine and strategic actions, including land-use changes, contracts, and grant applications.
In land-use decisions the board approved five special-exception home‑business applications recommended by the Board of Zoning Appeals and unanimously approved a rezoning (application 2895) requested by Terramor Development LLC for property at 1416 Leverett Road, changing the parcel from R-1 to C-2 to allow small retail use. The board also concurred with a City of Warner Robins annexation of 12.65 acres at 901 South Houston Lake Road, contingent on an updated infrastructure agreement that would keep existing county utilities under county control and anticipate city zoning going forward.
On procurement and contracts, the board awarded: a drilling contract for the State Route 127 water supply well to D.J. & G. Holdings LLC (doing business as Greens Water Wells) for $985,085 to be paid from Water Department capital funds; a $46,500 vehicle purchase for the sheriff’s traffic division from Brandon Ford of Unadilla (to be reimbursed from the drug fund); a $47,016 F-150 for Public Buildings from Phil Brandon Ford of Perry funded by 2018 SPLOST; and a CoStar Group subscription to support the tax assessor’s commercial and industrial valuations at $430 per month (annual figure in the transcript was inconsistent; see audit). The board also declared a list of older equipment and vehicles surplus to be offered on GovDeals.
On grants and services the board approved applying for a National Endowment for the Humanities Rediscovering Our Revolutionary Tradition grant of up to $750,000 to preserve and digitize county historical records and authorized Chairman Purdue to engage the Perry Area Historical Society for grant writing and administration. The board approved acceptance of a $100,000 juvenile‑justice grant (AWCHINS 2026043010) to fund the Truancy to Triumph program and authorized a services contract with Mental Health Matters to provide counseling funded by the grant; no local match was required.
Chair and commissioners noted the payment of bills totaling $15,621,351.27, which the chair said included the county’s annual retirement system payment. The board voted unanimously to enter executive session for attorney‑client matters citing OCGA subsection 50‑14‑2.1; the chair said no board action was expected after the session.
What’s next: staff will issue paperwork to approved applicants for business licenses, and the county will proceed with the selected contractors and grant applications. A GDOT public information open house on the Highway 96 widening (including the Ocmulgee River crossing) was announced for Dec. 2 from 5–7 p.m.
