Delegate Maldonado presented HB674, a bill motivated by the loss of a federal data source that previously supplied states with SNAP and food and nutrition benefits information. The substitute removes a reference to a specific federal module and instead directs the Virginia Department of Health to collect food insecurity data using a validated tool, and removes a requirement that the data be published annually or organized by locality.
Maldonado said the substitute fills a data gap left when a federal function was eliminated and gives VDH flexibility to gather the information states need to track SNAP and nutrition trends. The subcommittee reported and referred the substitute to Appropriations by a vote of 9–0.
