Erin Corman of the Realtors said the fund has been used to help people after recent flooding and is typically activated after a governor's state of emergency; she noted that while most funds remain in Virginia, the fund has occasionally been used for large out‑of‑state disasters.
Delegate Austin asked how the fund would be administered; the patron said a board of directors would vote on releases and the funds would be administered by the general counsel, and affirmed the funds are intended for use in Virginia.
A motion to report HB 13 39 with amendments passed on a roll call of 7 to 0, and the bill was reported with amendments.
