Summary
The DMV subcommittee voted 8–0 to report HB 8 11, which would create a Richmond SPCA specialty license plate called “saving lives together” featuring a black cat; sponsors and the SPCA said proceeds would support statewide pet transfers and veterinary care.
Delegate Carr introduced House Bill 8 11 to create a Richmond SPCA specialty license plate bearing the title “saving lives together” and an image of a black cat. Carr said the plate would raise funds to support transfers and services that help overcrowded shelters.
A Richmond SPCA representative told the subcommittee the organization works “on average every year with, over 65 partners across the Commonwealth” and helps relieve crowding by transferring pets needing veterinary or behavior expertise. The witness said the effort “well surpassed our 450 preorders” and reported 521 preorders for the plate.
There was no testimony in opposition. Delegate McClure moved to report the bill and the subcommittee voted to report HB 8 11 by a roll call of 8 to 0.
The bill will move forward from the DMV subcommittee as reported to the next stage of the legislative process.
