Council tabled consideration of the Summerhill Phase 2 major subdivision and land‑development application to allow staff and the developer to complete outstanding documentation and for council to review private agreements and consents.
Staff said a time waiver is in place to allow approval at the next meeting if outstanding items are resolved. Gary Hall, representing Summerhill Development, and Jeff Parabek of Ascent Consulting addressed concerns raised by neighbors and council: stormwater plans include conveyance measures and catch basins; abandoned wells encountered on the site would be abandoned per DEP criteria; and the developer has a written agreement to pave the private North Duane Drive to municipal standards, subject to required signatures and consents.
Residents who spoke earlier had called for additional conditions and expressed concern about slope stability, runoff, single access and unrecorded deeds. Councilmembers asked staff to verify agreements, property owner consents along North Duane Drive and deed recording status before returning the application for action. The motion to table passed and the matter will be revisited on Nov. 18 under the existing time waiver if the documentation is satisfactory.
