"We thought it might be a mistake on the zoning map," he said, but later records suggested the designation may have been intentional though never formally conveyed to the borough.
A representative for the property owner, Ron Weaver, said the land is privately owned and raised questions about the effect of the PL designation on the owner's rights and liability. Council members noted the parcel is surrounded by R‑2 zoning and that rezoning to R‑2 would make the property consistent with adjacent parcels. One council member observed, "I just don't think it really makes sense to have private property zoned as public use."
A motion to rezone was made, seconded and put to a roll‑call vote; the motion passed with a majority in favor and the borough will direct staff and the solicitor to effectuate the rezoning.
