Wayne County to renovate Benoit Dorsey Park and Nankin Mills campus with ARPA and millage funding

Wayne County commissioners approved construction contracts to renovate Benoit Dorsey Park and to phase updates at the historic Nankin Mills campus, both projects funded in part by American Rescue Plan Act (ARPA) allocations and by county millage revenue.
Elizabeth Isler, chief of planning for Wayne County Parks, told the committee the Benoit Dorsey work includes a new parking lot, an ADA access ramp to an existing soccer field, an outdoor gym and shortened internal roads to improve safety and access. Isler said the project is one of three ARPA-funded park projects and will proceed with millage funds covering additional renovations.
On the meeting addenda, Isler described a two-year contract for improvements to the Nankin Mills museum campus, including exhibit updates, a recreation storage building to consolidate program materials, renovation of a red barn for program space, and parking improvements. Staff said master planning began about 2019 and the contract was added late to the agenda because funding figures needed correction; they said most work can start quickly because building work is less weather-dependent than outdoor projects.
The committee approved the contracts as part of an omnibus motion. Specific contract dollar amounts for the Nankin Mills agreement were not read into the record during the committee discussion; staff emphasized the projects are time-sensitive because of ARPA spending deadlines.
