Bluffton resident raises drainage, property corner concerns during public comment

During the public comment portion of the meeting, Louis Brown of 37 Poses Court told council he provided photos by email and in person documenting water being pumped from an apartment construction site on Simmonsville Road onto his property.
Brown said the contractor stopped pumping after he raised the issue and that staff members had discussed the matter with the contractor, but he asked the council to make sure permits that move water from one parcel to another require the runoff to leave the affected property and not be redirected onto neighbors. He also asked when a property corner that he said was moved would be put back.
Council acknowledged the complaint and asked staff (identified by the presiding officer) to handle the issue and follow up with Brown on restoration of the property corner.
The comments were part of the standard public comment period governed by town rules limiting speakers to three minutes and requiring comments be directed to the council as a whole.
