The Bluffton Town Council voted Tuesday to authorize the town manager to execute a contract with Nicks Construction for site and landscape construction at the Sarah Riley Hooks project.
Staff said the town issued an RFP and received two qualified bids; an evaluation team selected Nicks Construction as the most qualified responsible low bidder at $573,229. Staff recommended a 20% contingency for unforeseen changes, which would make the potential total $687,874.80. The scope includes utility and stormwater improvements, a driveway and parking, pathways, an observation deck overlooking the cove, site furnishings, interpretive signage and irrigation. Staff said the cottage construction is already underway and site work is expected to begin in March with a 100‑day construction period.
Councilmember (Speaker 5) moved to approve the contract award as presented and was seconded by another councilmember; the council voted in favor.
Staff said they will proceed to finalize the contract, hold a preconstruction meeting, and issue a notice to proceed following execution of the agreement.
