Board Approves Council Rock Bid After Facilities and Master‑plan Updates

Tyler Phillips of Campus Construction summarized completed work at the middle school, including conversion of family-and-consumer-science spaces into a STEAM suite, hydroponics space, kitchen renovation, elevator replacement and stairwell abatement with new treads. He outlined remaining summer work such as road‑entry renovations, hallway finishes and exterior sidewalk work.
Architect David Hallmark (SCI Design Group) presented conceptual options to modernize and secure school entries, expand counseling and mental‑health suites, relocate the nurse’s office and reconfigure locker/PE office spaces. Hallmark also proposed traffic improvements for parent drop‑off (striping to create a double‑lane unloading zone) and alternatives to replacing a failing skylight.
District finance and construction staff told the board that initial bid results for the Council Rock work came in generally lower than estimated, allowing the district to consider alternates and reinvest favorable results in other schools. The board moved to approve the bid recommendation for Council Rock (CIP 2024 Phase 2, Council Rock CIP). The motion was moved by a board member and seconded and carried by voice vote.
What’s next: Staff said they will continue to refine design and engineering work ahead of a proposed May referendum to package several capital projects; favorable bid outcomes may reduce the referendum’s scope or taxpayer impact.
