Smithfield council approves tattoo shop and pest-control special-use permits

Adrenaline Designs (applicant David Siegler) requested SUP-25-01 to operate a tattoo and body-piercing establishment at 1247 North Brightleaf Boulevard in the Centerpoint Plaza shopping center. Planning staff noted the property is zoned B3 and that tattoo and piercing establishments require a special-use permit under Town of Smithfield UDO §6.6. Staff said the center already contains retail and personal-service uses and concluded "this business will have no adverse impacts to the surrounding area or uses" and recommended approval based on findings of fact. The applicant indicated proposed hours of operation of 12 p.m. to 8 p.m. The council opened and closed the public hearing with no public opposition and approved SUP-25-01 on a voice vote (all in favor; detailed tally not specified).
The council then considered SUP-25-02 for Arusa Pest Control, Inc. to operate an exterminating service at 1338 A North Brightleaf Boulevard. Staff described the 2.19-acre site, said the use would be located in a multi-tenant commercial building, and noted that small quantities of licensed insecticides would be stored on site under NC Department of Agriculture and Consumer Services inspection and licensing. Staff again recommended approval on the required findings of fact; the council approved SUP-25-02 by voice vote after the hearing closed with no public comment.
Both cases were previously considered by the Planning Board on Dec. 4, 2025, according to staff remarks. Staff additionally noted it is considering an amendment to remove the special-use requirement for tattoo establishments in certain zoning districts and make them a permitted use by right in B2 and B3 in the future.
