The council approved preliminary plat S25‑05 for the Waddell Drive Townhomes, a proposed 16‑unit, two‑story attached townhome development on about 1.63 acres at 37 and 41 Waddell Drive. Planning staff said the preliminary plat is identical to an earlier conditional‑rezoning master plan, refined for construction review, and recommended approval with six conditions.
Planning Director Stephen Wisman described the development: 16 units fronting a 35‑stall parking lot to be owned by a homeowners association, required curb and gutter upgrades on Waddell Drive, a five‑foot sidewalk, required landscaping and a six‑foot privacy fence between the townhomes and adjacent single‑family housing. The developer will provide a Y‑hammerhead turnaround for emergency access and an operations and maintenance agreement for the stormwater facility.
"Staff believes this project is consistent with adopted plans and policies of the town," Wisman said. He listed six recommended conditions including submission of construction drawings for staff approval; marking the hammerhead as a no‑parking emergency area; restricting trash rollouts and providing a liability waiver and public utility easement over water and sewer lines.
Applicant Isaac Hardison (BRL Engineering) said the applicant will comply with the recommendations. Property owner Michael McClam spoke in support, described property acquisitions behind an existing commercial node and said the planned design will be an improvement to the area. The council approved the preliminary plat by motion and voice vote.
Next steps: submission of construction drawings and administrative review for final plat and permitting before construction can begin.
