Committee approves bill to let State Fire Marshal certify CO2 installers, adds delayed effective date

Fire Marshal Tony Allred told the committee HB240 would allow the State Fire Marshal's Office to develop a simple certification and licensing program for firms and individuals who install and maintain commercial CO2 systems greater than 100 pounds, aligning Utah with surrounding states and national codes.
"CO2 is an odorless invisible gas ... If accidentally released into enclosed spaces it can become quickly fatal," Tony Allred said, asking lawmakers to give the State Fire Marshal authority to certify third‑party firms so municipalities would have consistent, qualified inspectors.
Committee members questioned the difference between a company license and individual certification, and asked whether the proposed implementation date gave the State Fire Marshal adequate time to set up exams, reciprocity and training. Representative Dunigan offered and the committee adopted a friendly amendment moving the prohibition on unlicensed service to on or after Jan. 1, 2027 to provide an on‑ramp for industry and allow the State Fire Marshal to stand up the program.
Public safety groups including local fire chiefs and vendors who install CO2 monitoring systems testified in support; some industry witnesses said reciprocity with other states could speed implementation. The committee voted to recommend HB240 as amended; recorded votes show the measure passed with one dissenting vote and otherwise broad support. The bill moves forward to the next stage of the legislative process.
