Committee moves to consolidate speech and hearing licensing under state regulator

Senator Evan Vickers presented a first substitute to HB374 that would consolidate licensing and oversight for audiologists and speech‑language pathologists under the Division of Professional Licensing (DOPL), phase out the separate licensing board and allow national certification to substitute for some education requirements.
Jeff Shumway of the Office of Professional Licensure Review told the committee the substitution streamlines processes and is intended to improve recruitment and reciprocity for qualified professionals.
Several professional groups and clinicians testified in support, saying the change reduces administrative burden, clarifies scope of practice and avoids unintended restrictions on access to care. Lee Robinson, president of the Utah Speech and Hearing Association, and Kate Johnson, who manages audiology at University of Utah Hospital, praised stakeholder collaboration and the bill's phased approach.
Committee members asked clarifying questions about grandfathering and continuing education; staff said current licensees would be transitioned and the change would not increase requirements for individuals. The committee adopted the substitute and recommended HB374 favorably with a unanimous vote. The bill will move forward as recommended.
