He explained that recipients of CDBG funds must adopt civil-rights policies, perform at least two fair‑housing activities, and track Section 3 labor hours so economic opportunities generated by the grant reach low‑ and very‑low‑income residents when feasible.
Meyer described Section 3 criteria for qualifying businesses and workers, and named John Castedo as the labor-standards officer who will work with prime contractors and subcontractors to collect payroll and income documentation for compliance tracking. Commissioners noted the policies were provided as a separate PDF and requested the documents be circulated to the commissioners before a final vote on policy adoption.
The court moved, seconded and approved a proclamation declaring February 2026 Fair Housing Month in Liberty County as one of the required CDBG activities. Commissioners also accepted the informational presentation on Section 3 and asked staff to circulate the detailed policy attachments.
