Albany approves use of LOST funds and selects EagleView for updated aerial imagery

The Albany City Commission voted Feb. 3 to use LOST funds to procure updated aerial ortho and oblique imagery for the county and to proceed with the recommended vendor, EagleView. Staff told the commission the current imagery is roughly eight years old and lacks recent commercial development and a new bypass near the Albany Mall; updated imagery will support engineering, planning, public safety and public-facing map accuracy.
Procurement staff reported three proposals were received for RFPRP26-029 and that EagleView was rated the most responsive and responsible proposer based on technical scope, deliverable completeness and the company’s API integration for public-facing access. Director of GIS Justin Kendall said the most immediate reason to act was the narrow seasonal flight window — imagery should be flown with leaves off trees — and that deliverables could begin within a couple of months if the flight plan is secured now. A commission member cited a $150,000 figure for an annualized future budget and asked staff to include imagery funding in planning documents going forward.
The commission moved, seconded and adopted the resolution on a roll call. Staff said EagleView’s broader technical offering explains a higher upfront cost, but that future cycles could be less expensive if only the imagery itself (and not additional data layers) is ordered.
Quote: “These aerials are used not only by the GIS staff, but by developers and even emergency responders to have the most accurate picture of what the city looks like,” said Justin Kendall, director of GIS.
Next steps: staff will finalize contract details with the recommended proposer, secure the flight-plan slot, and begin deliverable coordination so that engineering and emergency-response teams can begin using updated imagery.
