To continue coordination with the U.S. Army Corps of Engineers and the school district staff presented an amendment from Blau Engineering for $59,550 to continue permit modification work and interagency coordination. Council approved the amendment so staff can proceed with permit revisions while the grant review continues.
Wastewater treatment plant change order: Staff also presented change order No. 3 for the wastewater treatment plant project, comprised of two items: replacement of an inoperable slide gate (approximately $70,000) and additional wet hauling after premature failure of an older belt‑press dewatering system. The total change order amount is $95,276. Staff said the gate will be stainless steel to improve longevity in a harsh environment and recommended approval. Council approved the change order and staff said the funding will come from available cash or fund 600 (impact fees), with detailed cash‑flow analysis provided in the agenda packet.
Council members asked for ongoing updates about the Corps permit timeline and said any requests for concessions with the school district (e.g., shared use of stadium facilities) would require separate discussions and approvals by both the city and the school board. Staff committed to returning with additional implementation details and to continue grant pursuit while completing necessary engineering and permitting steps.
Both votes were recorded in the meeting; the amendment and the change order were approved and staff will proceed with procurement and coordination steps.
