Council approves CRO truck, street sweeper and body armor after split motions

The Shenandoah City Council voted on July 9 to approve equipment purchases from the equipment replacement fund, authorizing a community resource officer (CRO) truck, replacement body armor for a new hire in the police department and a replacement street sweeper.
Staff presented three items and recommended separate motions. The street sweeper was quoted at about $227,000 while the equipment replacement fund held about $150,000; staff said anticipated trade-in or resale proceeds (estimated around $30,000) would reduce the cash gap to roughly $48,000. For the CRO truck, staff said outfitting (video camera system and other equipment) would be covered in part by forfeiture funds and the chassis purchase would be expensed from the equipment replacement fund with replenishment planned later.
Council separated the package into individual motions. A motion to approve the street sweeper and body armor was made and carried (no roll-call tally given). A separate motion to approve the CRO truck was made by Councilor Ray Mater and seconded by Councilor Robinson; the transcript records that motion as carrying 4 to 1.
Staff said any proceeds from sale of older vehicles would return to the equipment replacement fund to offset the difference. No further conditions or amendments were recorded in the July 9 minutes; staff indicated they will return with final quotes and any updated fund calculations at the budget workshop if needed.
