Shenandoah City Council voted to award the city’s single-family solid waste and recycling contract to Republic Services, approving a contract that staff said will lower monthly costs for residents and provide recycling bins to every home.
Staff told the council that four bids were received and two were disqualified for missing base-bid pricing; of the remaining bidders, Republic Services submitted the lowest combined monthly price for trash and recycling at $23.49 per household (trash $19, recycling $4.49). Staff said the base bid uses automated side-loader trucks for both trash and recycling and includes an option to order additional 95‑gallon carts for an upcharge.
City staff described the contract as producing significant savings compared to the prior contract; staff’s summary estimated roughly $500,000 of total savings over the five-year term. The contract is structured to begin October 1 to give staff time to notify and educate residents by billing inserts, the city website and social media about changes to collection procedures and the availability of a bin to every household.
Council members asked how backdoor collection for elderly or disabled residents will be handled when automated side-loader service becomes the standard. Staff said contractors will offer a program for eligible residents that requires an application or proof of need and that program details will be posted on the city website when finalized.
The council approved the Republic Services award; staff said the arrangement will require the city to decide during the next budget workshop whether to cover recycling costs citywide or retain the subscription model for recycling as a separate budget decision.
