Calvert County approves updated apparatus agreements with volunteer fire/EMS departments

Calvert County commissioners voted Feb. 10 to approve updated master and apparatus grant agreements that govern county funding, procurement and use of fire/EMS apparatus provided to volunteer departments.
Division Chief Jim Richardson of Fire Rescue/EMS and Director Dave McDowell described the documents as modernized to reflect current procurement practices, bond requirements, apparatus service timelines and permitted use by career personnel. Richardson said the revisions also formalize electronic-signature authority and clarify procedures when apparatus are out of service for extended periods. "The updated agreements clarify and strengthen several administrative and fiscal provisions," Richardson said.
Terry Anderson, president of Sullivan’s Volunteer Rescue Squad and chair of the presidents’ council for the Calvert County Volunteer Fire Rescue and EMS Association, told the board that presidents from the volunteer departments had signed the updated agreement in preparation for the meeting. Staff said no additional fiscal impact is associated with approval; apparatus purchase funding will continue to come from established capital projects and budgeted appropriations.
The motion to approve and authorize the board president to sign the updated master agreement and apparatus grant agreement was seconded and approved by voice vote.
Next steps: County staff will finalize signatures and proceed under existing capital project funding lines. The agreements are intended to increase administrative clarity and align procurement with state and federal contracting practices.
