Shenandoah’s council on May 14 approved two purchases funded from the city’s restricted equipment replacement fund: custom body armor for a newly hired patrol officer and a replacement utility vehicle for the water and sewer department.
Staff explained the fund is built from department contributions and cash reserves and is restricted so that council approval is required for expenditures. The replacement utility vehicle quote was higher than an alternate John Deere quote included in the agenda packet; staff said the existing unit will be sold on GovDeals and the proceeds applied against the replacement cost.
During the discussion at least one council member asked for a regular spreadsheet showing fund balances and activity for transparency. Staff and council agreed the fund is audited and that contributions are recorded each year; the council moved to approve the purchases by motion.
