Council recognizes scholarship winners, swears in new officer and honors lifesaving police work

At its May 14 meeting the Shenandoah City Council presented three resident scholarships of $1,250 each to Madison Olivier, Savannah Fokler and Caitlin "Katie" McLeod and invited volunteers from the civic club who reviewed applications to join for recognition. Montgomery County Precinct 3 Commissioner Rich Wheeler read a congratulatory letter to the recipients and encouraged students to consider returning to Shenandoah after their studies.
The council also welcomed a new police officer. Officer Rosaine Hoffmeyer took the oath of office at the meeting and publicly affirmed the oath to the State of Texas and the Shenandoah Police Department.
City officials recognized multiple police actions: Chief Troy Dunlap’s department received a renewal of accreditation from the Texas Police Chiefs Association (presented by Conroe Police Chief John Buchholz), Officer Swetnam and colleagues were commended for negotiating with a person on the top floor of the Memorial Hermann The Woodlands Hospital parking garage and preventing a possible suicide, and Chief Dunlap and two county investigators were commended for a life‑saving intervention at a church last fall.
Council and staff praised the students, volunteers and officers for community service and lifesaving actions; staff and the mayor noted the importance of public-safety professionalism and community engagement in each recognition.
