Council approves $88,978 in Tamina West utilities change orders after gas-line conflict

Shenandoah city staff told the council on May 14 that unexpected conflicts with a gas-line easement along Johnson Road required two change orders on the Tamina West utilities project, and the council approved those change orders.
Staff described the first change order — adding two 16-inch PVC sleeve pipes and obtaining a letter of no objection from a pipeline owner — at a cost of $72,378. The second change order, to relocate manholes and add an additional structure to avoid the gas-line conflict, was $16,600. The combined total for the two change orders is $88,978.
City staff told the council that the overall program of related projects contains approximately $740,000 in cash allowances; that cushion is expected to cover the change orders so far, and staff repeated the commitment that Shenandoah taxpayer dollars were not intended to be used to fund the broader program. The presenter said the underground infrastructure has revealed many mapping and material surprises that have driven work and occasional change orders.
Council moved to approve both change orders by motion; the staff presentation concluded that, with cash allowances and contingency planning, the Tamina West work can continue without pausing for additional appropriations.
