Council opened a public hearing at 7:25 p.m.; no members of the public spoke on the item and the hearing was closed at 7:26 p.m. Council adopted an ordinance amending the code to grant the special‑use permit and included a penalty provision of $2,000 for permit violations. During discussion councilmembers observed that the site is not near residential areas and said extended hours are consistent with nearby uses.
The ordinance provides standard severability and effective‑date language; staff will oversee permit compliance and enforcement as warranted.
