Council tables pool parking‑lot overnight parking item, asks staff to draft ordinance amendment

Shenandoah council members discussed concerns about overnight parking in the pool parking lot Jan. 23, including comments that RVs had been observed using the lot and that an RV had been used as a staging area for a nearby burglary. City police said the city typically receives advance notice when residents plan to park RVs at city sites and that isolated short stays are monitored; police said longer, unattended vehicles are more likely to attract vandalism.
City staff noted that municipal code chapter 60‑281 prohibits camping in public places — including in vehicles — and that the ordinance can be used to address prolonged occupancy. Several council members said there is currently no specific park/pool designation for overnight parking hours and recommended staff draft an amendment designating which areas would be restricted.
Councilman Raymaker moved to table the discussion so staff can prepare a tailored amendment specifying which park or pool areas would be designated as off‑limits for overnight parking. Councilman Bratt seconded; the motion carried on voice vote.
Staff will prepare the proposed ordinance language and bring it back to the council for consideration.
