Shenandoah council ratifies final change order for Veterans Point at Vision Park

Shenandoah city officials voted Jan. 23 to ratify additional construction funding and approve the final change order for Veterans Point at Vision Park. City staff reported the project was originally budgeted at $800,000 and reported a final cost of approximately $813,142.93, driven by a series of change orders during construction.

City staff told the council that landscape‑art contractor submitted Change Order No. 7 as the last outstanding change order and that staff would return to council to finalize the project closeout. Councilman Raymaker raised concerns about surface water from a neighboring medical building draining across the park’s sidewalk and said he would provide photographs documenting outlets and possible clogged pipes; staff said they had advised the property owner to clean the connecting manhole and would follow up.

A motion to approve the funding ratification and final change order was made by Councilman Robinson and seconded by Councilman Pollitt; the council voted in favor and the motion carried. Staff said that any future washout repairs tied to the neighboring parcel would be handled as operations/maintenance matters rather than charged to the Vision Park capital account.

The council requested email notifications in the future for change orders that fall below the council approval threshold so members can track low‑level adjustments as they occur. Staff also said they will monitor the adjacent drainage work to reduce the likelihood of additional change orders related to surface runoff.

The item will be reflected on the next MDD agenda as staff coordinates remaining administrative steps.
