The Town of Bear River on Feb. 10 held the second reading of Ordinance 2026-01, an ordinance to annex a described parcel submitted by "Wyoming portions of States LLC," the council said at the workshop.
A resident asked whether there is documented public access off Highway 89 for the property and whether public access is guaranteed if annexation proceeds. Council and staff clarified that annexation covers only the act of bringing the land into town; specific subdivision design, including roads and access points, will be reviewed and required during later subdivision approvals.
Several residents stressed the importance of two access roads. The chair said, "We have to have 2 accesses," and staff confirmed that once land is annexed the town has regulatory authority during subdivision review to require infrastructure such as roads and to enforce standards.
Those speaking said the council would have additional readings and subdivision reviews before final approvals; no final subdivision plan or access guarantee was adopted at the workshop.
